
I have a veto on it now, but the hit to federation cohesion every year or so is irritating. I managed to put a lid on this by getting my diplomatic weight up to the point where I can overrule any proposed change, but that creates an annoying scenario where every 6 months or so an AI empire will put forward a vote to change the migration law. It's endgame and I added a lot of subjects to my federation. I suspect this isn't a bug per se, but it's definitely undesirable (and probably unintended) AI behavior.
